Cloning

On Sunday, I bought three shrub roses from a local nursery. I planted them in the planter box previously occupied by three mostly-dead bushes. The tags had an interesting warning:
"Asexual reproduction of this plant is prohibited by law"
I e-mailed customer service, querying exactly what law or laws this warning refered to, but they haven't bothered to respond.
