Cowbell?

So what would you suggest to ensure that my obviously-doctored photo (it's never sunny in London, you say!) is never larger than the div it lives within? (Try scaling your browser down to something tiny, like 1024x768 (the screen size on the notebook I brought with me) and, if I didn't have the relative scaling, it'd look funny.)
And what's with the 'cowbell'?
