This has been discussed many times on many forums. As far as I can tell the consensus seems to be that Mac OS on the PC would be excellent but that it will never happen.Apple makes most of its profits on hardware sales. The iTunes music store is there to sell iPods. OS X exists to sell Macs.
I've seen math which shows Apple would have to raise the price of OS X to about $600 in order to make the profit that they do now if they sold the OS without hardware. At that price, I don't see a lot of sales.
