My best theory (influenced by my father's theory) is that the casks were on their way to Rocky Flats to carry low-grade waste associated with the production of nuclear weapons. Although now I see that the cleanup project was "declared complete", which I presume means it's done... unless this is anything like declaring victory in Iraq.
